The Collapse of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Immense energy is allocated on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from across the border, a ability enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, presumably delivered by Western nations. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes grim resignation: perhaps the approaching threat won't cause damage this time, protecting urban areas from ruin and additional electricity failures.

Persistent Threats

Soon after, a large-caliber weapon engaged a drone somewhere nearby, part of a defensive team – almost certainly imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv greeted the morning news: several casualties, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's vital need on external assistance – a reliance that European nations are clearly incapable to fill in the short term.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new approach from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, no doubt, persist.

Political Considerations

It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is unfeasible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not change more in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its favour.

Existing Situation

Objectively, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a just a single week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
